Compositions and methods for inhibition of desulfurization in oligonucleotid es comprising one or more phosphorothioate linkages. Antioxidants which partiti on into the aqueous phase of bi-phasic or multi-phasic topical pharmaceutical formulations inhibit desulfurization of phosphorothioate oligonucleotides, resulting in enhanced oligonucleotide stability.
