PURPOSE: A system for controlling packets, a mobile communication system including the same, and a method for setting up call are provided to implement a large packet control system by controlling a plurality of PCF-Bs with one PCF-C. CONSTITUTION: A PCF-C(Packet Control Function-Control)(110) is composed of a session control function storing session information about each terminal(20) during a dormant period, managing UATI(Unicast Access Terminal Identifier) resources, assigning the UATI to the terminals(20), and taking charge of session set up; and a mobility management executing functions of supporting home location registry and hand-off. A plurality of PCF-Bs(Packet Control Function-Bearer)(100) buffer data related to air ling status and route bearer packets between PDSNs(80) and base stations(30) by interworking with the PCF-C(110). |
