PURPOSE: An optical fiber arranging method for controlling an interval between optical fibers is provided to quickly deal a waveguide interval change of an optical plane waveguide element. CONSTITUTION: A coating of an optical ribbon fiber(431) is removed by a predetermined length and is divided into a ray of optical fibers(433). The optical fibers(433) are adhered and fixed by an adhesive or a tape so that arrangement shapes of the optical fibers(433) each is identical with that of the optical ribbon fiber(431). The optical fibers(433) are spread and extended in a fan shape from the adhered and fixed part(438) to a stress reduction depth part. The optical fibers(433) are extended to the stress reduction depth part and are arranged at a V-groove of an (optical fiber block(410). The optical fibers(433) are adhered and fixed to an upper glass plate(480) using a thermosetting resin.
