An elastic plate winding and removing support device used when a first plate holder (2) is installed on or removed from a plate drum with a second plate holder (3) for an elastic plate (1) installed on the plate drum of a printing roll (14), wherein, when the elastic plate is wound on the plate drum, holding parts (7, 107) holding the first plate holder are moved closely, by elastic plate moving devices (11, 111, 800, 810, 900, 910, 1000, 1010) to the plate drum generally synchronous with the rotation of a printing roll in elastic plate winding direction so as to supportingly allow the elastic plate to be wound on the plate drum while maintaining a tension applied to the elastic plate at a constant and, when the elastic plate is removed from the plate drum, the holding parts are moved away, by the elastic plate moving devices, from the plate drum generally synchronous with the rotation of the printing roll in elastic plate unwinding direction so as to supportingly allow the elastic plates to be removed from the plate drum.
