PURPOSE: A method for using a refundable national tax as a fund of an environment movement, society service, and public utilities is provided to obtain a society service activity fund by collecting various kinds of refundable taxes, a receipt, value added tax, an environment, or water tax. CONSTITUTION: Taxes of receipts(300) being generated in all commerce(100,200) are collected as a contribution(400,410) of an environment movement(500), social service(600), and public utilities(700). At this time, a receipt number or bar code is received through a conventional mail and delivery(320), a conventional TV/radio communication and each communication terminal of an IMT2000, CDMA, pager, PDA(330), or a signature campaign, a service activity, etc.
