The present invention relates to the field of plant molecular biology, more particularly to regulation of gene expression in plants, and more particularly to regulation of gene expression in lignin-producing tissues in plants. The objects of the invention are achieved through the use of a novel tissue specific promoter, namely the CCR (cinnamoyl CoA:NADP oxidoreductase, EC 1.2.1.44) promoter sequence isolated from Lollium perenne, perennial ryegrass and variants of the promoter sequence. The CCR gene is a key gene in the regulation of gene expression involved in lignin biosynthesis in plants. In another aspect the invention relates to the regulation of lignin amount and/or composition in plant tissues, such as lignin-producing tissues such as the stem.
