PROBLEM TO BE SOLVED: To provide a device capable of lightly turning a work bench 6 held at a tip of a swivel arm 11 to any of a work position A and a storage position B. SOLUTION: One ends of a pair of wires 23a, 23b are connected with a rotary bracket 10 holding the swivel arm 11 holding the work bench 6 at its tip, and the wires are extended along the opposite directions for each other on a peripheral face of the rotary bracket 10, are applied to a pulley 21, and are connected with a tensile spring 24. Furthermore, a neutral position C of the rotary bracket 10 by the tensile spring 24 is positioned in such a way that the work bench 6 is above the rotary bracket 10 and is at a position between the work position A and the storage position B. Even when turning the work bench 6 to any of the work position A and the storage position B, a spring force by the tensile spring is offset with a torque due to a self-weight of the work bench to turn the work bench 6 lightly.
