PROBLEM TO BE SOLVED: To provide a water-shielding structure in waste disposal site which collects and discharges seepage water seeping from a seepage control sheet layer quickly and reliably and makes soil material which becomes a clay inpervious layer easily compactible. SOLUTION: This waste disposal site 10 is created as the clay inpervious layer 15 by arranging clay with small coefficient of permeability from the slope to bottom face of natural ground which becomes the waste disposal site 10 and compacting the clay. Therein, the clay inpervious layer 15 is created on the slope part by a prescribed thickens, subsequently, a plurality of drain filter materials 16 are disposed stepwise on the upper surface with a prescribed interval and, further, are embedded in the state that the end parts of the filter materials 16 are exposed by the clay. In addition, a leachate drain pipe 17 is embedded along the boundary position between the slope part and the bottom part so as to be on the same surface with the clay inpervious layer 15 of the bottom surface side.
