PROBLEM TO BE SOLVED: To provide a paper sheet cutter capable of preventing a carriage 3 from being rocked in the course of moving the carriage along a stationary knife and cutting the paper sheet to cut a thick paper sheet with a good linearly cutting surface, and a printer using it. SOLUTION: This paper sheet cutter is provided with a paper sheet 11, a long stationary knife 18, a rotary knife 20 capable of cutting the paper sheet 11 by moving along the stationary knife 18, a cutter shaft 23 formed in the center of rotation of the rotary knife 20, a carriage 24 rotatably supporting the rotary knife 20 by journaling the cutter shaft 23, and a guide member 25 supporting the carriage 24 to be reciprocated along the stationary knife 18. The vicinity of the cutter shaft 23 of the carriage 24 is supported on the guide member 25, and the carriage 24 is moved along the stationary knife 18, whereby the paper sheet 11 is cut between the rotary knife 20 and the stationary knife 18.
