PROBLEM TO BE SOLVED: To provide a treating method that makes granular or powdery material of radioactive waste react efficiently with plasma gas. SOLUTION: The powder to be treated is introduced to a cyclone 2, spirally moved at a high speed, sent to a plasma treating means 1 and treated by chemically reacting with the activated plasma 10. The waste gas from the plasma treating means 1 passes through a powder removing cyclone 31 and is sent to a exhaust means 4 and a waste gas detoxicating means. The residue accumulated in the plasma treating means 1 is taken out after the finish of the treating operation.
