PROBLEM TO BE SOLVED: To prevent the generation of a roll mark caused by defective biting and slip even when a material is a hard-to-work material at rolling using high- hardness rolls. SOLUTION: When starting rolling with rolling rolls which are new or after grinding in rolling with a mandrel mill, the rolling is performed in a state where the initial surface roughness Ra of the rolling rolls which are new or after grinding is 2.0-6.0μm. The range having the initial surface roughness Ra of 2.0 to 6.0μm is provided between±35 deg. or greater with the groove bottom as the center so as to occupy at least 30% of the surface area of the groove bottom. Consequently, man-hour necessary to roll machining is also reduced by minimizing the region of a roughened surface on the surface of the rolling roll.
