PROBLEM TO BE SOLVED: To provide an access program broadcasting system where increase of income due to increase of the number of program softwares and the sale of program frames is enabled by making broadcast of access programs and self-produced commercial messages of individuals and enterprises possible. SOLUTION: A person, who desires broadcast of an access program, takes a course of ethics lesson or the like executed by a television broadcast station 2, after a step P2. If the person has taken the course, transition to a step P for confirmation or the like is performed (P1). The person takes the course on broadcasting ethics lesson or the like on a Web site 3, by using a terminal 1, acquires a course completion number if the person passes examination, and acquires broadcast time frame buying capacity of an access program (P2-P4). A person, who has completed the course and not yet bought a program frame, will buy a program frame (P5, P6), and a person, who has completed the course can broadcast an access program in the bought program frame (P5, P7, P8). |
