PROBLEM TO BE SOLVED: To quickly and accurately align thermo-electric elements on a substrate for fixing the same elements. SOLUTION: A first stack 11 is formed by inserting thermo-electric elements 1a to first inserting recessed sections 6 of a p-type element aligning substrate 3 and then stacking an integrated pn aligning substrate 4 thereon. The first stack 11 is placed upside down and p-type thermo-electric elements 1a are moved to second inserting recessed sections 8 of the integrated pn aligning substrate 4. A second inserting recessed section 9 of n-type thermo-electric element of the integrated pn aligning substrate 4 is positioned to element inserting holes 10 of a guide substrate 5 and these are stacked to form a second stack 12. The second stack 12 is also placed upside down and a third stack 13 is formed through aligning on an n-type element aligning substrate 2. The n-type thermo-electric elements 1b are moved to the second inserting recessed section 9 of the integrated pn aligning substrate 4 through the element inserting holes 10 by placing the third stack 13 upside down. Accordingly, the p-type and n-type thermo-electric elements 1a, 1b are alternately aligned on the integrated pn aligning subsrate 4 and can also be moved at a time on a element fixing substrate 9.
