PROBLEM TO BE SOLVED: To provide a manufacturing method and a holding device for a rotating armature capable of performing insulating treatment at prescribed positions for all rotating armatures regardless of their types. SOLUTION: A holder 41 is connected to a rotating tube 26. A holding member 43 is disposed at a guide groove 41c formed at a guide arm 41b of the holder 41 so as to slide. An engaging piece 33 of a working body 28 is engaged with an engagement groove 43a of the holding member 43. When a working body 28 moves to the right, the holding member 43 contracts to clamp a rotating shaft 2. When the working body 28 moves to the left, the holding member 43 expands and opens so that the rotating shaft 2 is inserted. A masking member 44 is disposed at an outer periphery of the holder 41. An air bag body 48 is provided at a front end opening part 47 of the masking member 43. A membrane 47 of the air bag body 48 expands toward the rotating shaft when air pressure inside the air bag body 48 becomes high to be brought into close contact with the outer periphery of the rotating shaft 2.
