SOLUTION: When a semiconductor device (2) is constituted that is intended for controlling the external memory provided outside and includes a memory controller formed in a semiconductor integrated circuit, an input terminal for receiving a first signal that the external memory outputs, and an access control circuit (207) that can output a second signal as a chip selection signal to the external memory and a third signal as a write enable signal are provided to constitute the memory controller, and the data that the external memory outputs can be received according to the first signal received at the input terminal, so that the data transfer, within the limit time of the characteristics of the external memory, can be easily achieved.
