PROBLEM TO BE SOLVED: To provide a fixing roller having a filler-containing release layer wherein physical properties of the release layer such as heat conductivity and wear resistance have been improved, backward scattering phenomenon of a toner is suppressed and releasability is made comparable to that in the case of no filler. SOLUTION: The fixing roller has a release layer formed from a material mixture of a fluororesin and a filler entirely surface-coated with a fluoropolymer film on the circumferential surface of a cylindrical core metal.
