PROBLEM TO BE SOLVED: To provide a plasma display panel driving device, capable of appropriately limiting the number of pulses of sustain pulses, without making peak luminance deficient in a low luminance part. SOLUTION: An address driver 7 for selecting a light-emitting cell, sustain drivers 8 and 9 for outputting a sustain pulse that repeatedly makes the light- emitting cell selected by the address driver 7 emit light, and an average luminance level detecting part 4 and a control part 5 for limiting the number of pulses of sustain pulses of each subfield outputted from the sustain drivers 8 and 9 in accordance with an average luminance level, in the case the average luminance level of display in a plasma display panel 20, is equal to or greater than a prescribed value are included. The number of pulses is kept at a constant level in a first low luminance area, in which the average luminance level is not higher than the prescribed value; the number of pulses is increased more than that of the first low luminance area in a second low luminance area, whole average luminance level is lower than that of the first low luminance area, and the number of pulses is reduced more than that of the first low luminance area in a third low luminance area, whose average luminance level is lower than that of the second low luminance area.
