PROBLEM TO BE SOLVED: To actualize a system which can use settlement on the Internet without contracting with a settlement management institution nor a settlement institution. SOLUTION: A representative member store 2 has a settlement means 21, a settlement managing means 22, and an allocation information output means 23. The settlement means 21 requests the settlement institution 5 to settle the account of the representative member store 2 when an indirect member store 3 requests specific settlement on the network 6. The settlement managing means 22 manages the settlement of the indirect member store 3 that the settlement means 21 performs. The allocation information output means 23 instructs the settlement institution 5 to allocate settlement amounts by indirect member stores 3 managed by the settlement managing means 22 from the account of the representative member store 2 of the settlement institution 5 to the accounts of the indirect member stores 3.
