PROBLEM TO BE SOLVED: To provide a method and a system for ticket issue management, a program, and a storage medium therefor which make it possible to efficiently issue a voucher. SOLUTION: A seal on which a serial number is printed is previously issued. A ticket corresponding to the serial number is printed by a user's printer. The seal is stuck on the printed ticket and the ticket becomes effective as a voucher.
