PROBLEM TO BE SOLVED: To provide an organic EL panel that has a stable emission color even in the case of occurrence of temperature rise or a change with the passage of time, and its manufacturing method. SOLUTION: In the organic EL panel 1, the organic EL element, which interposes the organic layers 5 having at least a luminous layer between a first electrode (transparent electrode 3) and a second electrode (backplate 6), is provided on a translucent supporting substrate 2. The above organic EL element comprises at least two or more luminous layers (first luminous layer 5c, second luminous layer 5d) that show different emitting colors. After forming the above organic EL element, heat treatment is performed at high temperature for the panel.
