PROBLEM TO BE SOLVED: To provide improved management constitution for a memory device stored with service use application. SOLUTION: A card as a memory device which is applied to use various services is provided as one or more slave cards corresponding to the services, and data for issue management of the slave cards are stored on a master card; and slave card issuing processing is carried out by master card authentication according to the master card and the salve cards are stored with an issue certificate with the electronic signature of the master card while the issue certificate stores a service code and a salve card identifier, so a service set on a slave card can be confirmed according to the issue certificate as the signature data of the master card.
