<p>PROBLEM TO BE SOLVED: To enable a stable communication when a mobile terminal exists in an environment where transmission signals are received from more than the required number of base stations/sectors (sector dense area). SOLUTION: Different carrier frequencies F1 and F2 are respectively allocated so that base stations or sectors in the same base station are differently arranged. In a terminal 30 in communication at the frequency F1 using base stations A20 and B21, when the signal strength of a pilot signal from a base station C22 exceeds a prescribed value, a pilot strength report is performed to a base station control apparatus 10 via the base station in communication. Also, a pilot strength report is performed during handover by another opportunity. The apparatus 10 detects the number of sectors to be handover candidates from the report. When the number of sectors exceeds a prescribed value or when the pilot strengths of all the sectors are not more than a prescribed value, the apparatus 10 makes the terminal to perform hard hand over to the other frequency F2 at which sectors are arranged differently.</p> |
