PROBLEM TO BE SOLVED: To provide a value transfer means which can adapt to the charging and time charging of contents, articles, and services even to small-amount of charging on a network flexibly at low cost and which can secure anonymity by buying points according to a method for contents charging on the Internet and using them as a paying means. SOLUTION: The category of a person 12 which carries out sales business on the network includes a service seller of contents sales, article sales, service sales, and time charging who are authorized by public ethical examination. The price for the sales is paid by using points prepaid by contents charging, and a point management system 16 records the points to manage purchase and payment. In the point management system 16, the value is transferred according to an ID at low cost without any expensive commission like that of a bank account and a credit card, and then even small-amount charging is dealt with and the anonymity is guaranteed. The points are bought by a contents charging system 14 that a charging agent operates from a user terminal 15 through the Internet. |
