PROBLEM TO BE SOLVED: To provide a method for improving the outgoing traffic channel transmission delay time in a radio communication system and a base station transmission device. SOLUTION: When receiving an improved predicted outgoing communication speed (DRC) in the middle of outgoing traffic channel data packet transmission, a re-encoding processing part 41 abandons a packet which is one the way of transmission from a base station to a mobile station and re-encodes a transmission packet based on the improved DRC and preferentially retransmits it. In order to inform the mobile station that the packet on the way of transmission is abandoned, an abandonment object packet report part 42 transmits a packet from the base station to another mobile station or a CC packet (control channel) to a slot where the packet as the abandonment object should be transmitted.
