PROBLEM TO BE SOLVED: To decrease a process load of a memory transfer and a magnitude of a memory to be needed when previous frame data and present frame data are shared in the memory. SOLUTION: An address management part 104 manages a storage address of a frame memory 102 so as to form a non-use region and a frame data storage region. When a macro-block position of the previous frame data belongs to a movement compensation search range, the decoded macro-block is stored in the non-use region, and after the macro-block position of the previous frame data deviated from the movement compensation search range, the decoded macro-block is controlled so as to be overlapped on the macro-block position of the previous frame data.
