PROBLEM TO BE SOLVED: To always perform control by policy information to an existing communication device. SOLUTION: A communication controller 215, which receives policy information having defined network employment information from a controller, centrally controlling the action of a communication device 200 within the network and controls the action of the communication device, based on the policy information, is equipped with a policy information converter 202, which converts the policy information into dynamic characteristic information being the control information characteristic of the communication device and dependent upon the policy information; an external storage device 214, which stores the basic proper information which are the control information characteristics of the communication device and independent of the policy information, the dynamic information; and the policy information in a single file, and a control I/F 203 which decides the action of the communication device, based on the basic proper information and the dynamic characteristic information.
