PROBLEM TO BE SOLVED: To remove defects such as high cost from structuring complexity to fix surely a heating element and difficulty of supporting position change of the heating element in a heating furnace. SOLUTION: The heating furnace is provided with a plurality of hooks separating to a longitudinal direction of a heat insulating material side surface of a flat band heating element placed on a furnace surface side of the heat insulating material, and the hooks have a part extending so as to get away outward from the band heating element and a part crossing above. The above heat insulating material is formed by two heat insulating material layers integrally molded so as to be piled on each other. Colloidal silica is impregnated on a surface and a rear surface of each heat insulating material layer to form a solidification layer, and then, bending parts of the band heating element and the hooks are put into the solidification layer of the surface and the rear surface of the heat insulating material layer of a furnace core side respectively.
