A regulating part is designed to take up (a) a zero flow position in which no output is open; (b) a security position which corresponds to a radiator + air heater position in which second (20) and third (22) outputs are open, and; (c) a security position corresponding to a radiator position in which the output (20) is open. A step by step motor controlling the regulator operates it for either one of positions diversion, radiator + diversion when a mode without heating is required or radiator + diversion + air heater, air heater + diversion, air heater when heating is required. Control valve forming part of a engine cooling circuit having a branch (70) which contains the engine (62) cooling radiator (72), a branch (76) which diverts some of the radiator cooling fluid and a branch (78) which contains an air heater for the vehicle interior. The valve (10) has a body having a fluid input (28), a first output (18) connected to the branch (76), a second output (20) connected to the branch (70) and a third output (22) connected to the branch (78). The regulating part rotates in the valve body so as to selectively control the three outputs. The part (34) is designed to successively take up the following positions when rotated in a given direction: (a) diversion in which output (18) is open; radiator + diversion in which outputs (18,20) are open; radiator in which output (20) is open; radiator + air heater in which outputs (20,22) are open; radiator + diversion + air heater in which outputs (18,20,22) are open; air heater + diversion in which outputs (18,22) are open; air heater in which output (22) is open.
