PROBLEM TO BE SOLVED: To provide a backup circuit control system, which uses an ISDN network which is normally used by an ISDN terminal as a backup circuit for a communication device at the occurrence of trouble in an exclusive line, and where the communication device and the ISDN terminal can hold an ISDN circuit in common, and to provide a backup circuit control method and its program. SOLUTION: The ISDN network 4 detects the usage situation of a channel B, when it receives a request for circuit connection from the communication device 1. In the case that the channel B is used by the ISDN terminal 2, the ISDN network 4 makes the ISDN terminal 2 stop communication, and releases the channel B in use. The communication device 1 switches the circuit connection from the exclusive line 3 to the ISDN circuit 4, when it recognizes the release of the channel B.
