PROBLEM TO BE SOLVED: To stably start a voice coder and an error correction coder, without increasing the processing load of a microprocessor. SOLUTION: The coding module adopting an AMR system as a voice coding system comprises a voice coder block which determines, whether a coder can conduct normal voice-coding processing and informs an error correction coder of the determination result, utilizing FQI of an AMR header. Based on the determined result, the error correction coder executes error correction coding processing of compressed voice data outputted from the voice coder, in accordance with the contents of the AMR heard thereof, when the coder is in a state of normally performing the voice-coding process. If the coder is not in the state of normal conducting of the voice coding processing, the correction coder replaces the voice-compressed data outputted from the voice coder with silent frames for executing the error correction coding processing.
