PROBLEM TO BE SOLVED: To provide an IC card and an IC card issuing method which can shorten the writing process time when data are written without any limitation on protocols and improve the productivity. SOLUTION: When the IC card internally having an IC chip which has a writable and rewritable nonvolatile memory and a control element such as a CPU and is equipped with an input/output means for external data, is issued, by using a communication path dedicated to card issue, issue data is written without any limitation of protocols, and after the card is issued, the communication path dedicated to the card issue is made unusable and a communication line based upon the ISO protocols is switched to. |
