PROBLEM TO BE SOLVED: To transmit the effect, when new providable information is generated, to a registered client. SOLUTION: A database is accessed and the document information having come to a document disclosure day is retrieved (S110). A user (a client) having an access right of display authorization to the searched document information is extracted (S112). On the basis of the access right of the extracted user, a mail is created by including a list of disclosable document information in a message (S114). The mail is transmitted such that the electronic mail address of the user is made as a sending destination of the mail (S116). By these processing, the user receiving the mail and acquiring information can know that there is new document information by which information is provided without accessing an information providing server.
