PROBLEM TO BE SOLVED: To solve the problem that, when a video picture is to be displayed in a direction opposite to a normal time base, a re-encoder (decoder or storage device in a reverse direction) must be equipped in the case of a video stream utilizing video coding having correlation in the direction of the time base. SOLUTION: The time base in a video stream is changed with respect to a change in the time base by a slow motion. In the ISO/IEC13818-1 standards, the output intervals between PTS, DTS and packets in a PES header are changed. Further, a so-called non-display picture, which decodes a video stream and does not display it, is transmitted to apply decoding processing to a screen. A non-display instruction signal indicating the non-display picture is superimposed on the non-display picture.
