PROBLEM TO BE SOLVED: To detect full charge of a battery without incurring deterioration of the battery performance and the power loss. SOLUTION: During charging, if the battery voltage of a secondary battery 13 measured by a battery-voltage detecting part 25 is a voltage which satisfies full charge or higher, operation is switched to detection of the charging current by a base current detection part 24, and if in detection of the charging current, the charging current is a current which satisfies full charge or lower, it is decided as in full charge, and the charging is finished.
