PROBLEM TO BE SOLVED: To provide a small-sized inexpensive motor-driving oscillating device that changes a photographing direction by exerting a driving force from a drive actuator to a camera section so as to move vertically or horizontally the camera section not through a gear or the like when an object is located near and two photographing directions are enough and to provide an oscillating camera employing the device. SOLUTION: An oscillating base employing a permanent magnet that makes the rotor reciprocally rotate, a fixed exciting coil, an output shaft fixed to the rotor, and a camera that is removably engaged with the output shaft being attachable to/detachable from the base are provided. The rotor is energized by the current flowing to the exciting coil and its magnetic action, and stopped at an end position to activate the oscillating base within two angle positions by the output shaft, keeping the base motion between the two angle positions and making the mounted camera face to the two photographing directions alternately.
