PROBLEM TO BE SOLVED: To optimally control the bit rate according to the condition of a screen. SOLUTION: The video signal from an input terminal 1 is supplied to a pre-filter block 2 for base-band signal process. Further, the signal passing a low-pass filter 200 of the pre-filter block 2 is supplied to, for example, an encoder circuit 3 of MPEG. In the encoder circuit 3, an output buffer circuit 18 monitors the state of an output bit stream, and a quantization circuit 13 is controlled by a bit rate control circuit 20 according to the bit rate. The feature parameter from a feature detection circuit 4 provided to the pre-filter block 2 is supplied to a bit rate setting part 5. The bit rate setting signal from the bit rate setting part 5 is supplied to the bit rate control circuit 20 through a set terminal 21, and the quantization circuit 13 is controlled according to the set value. |
