PROBLEM TO BE SOLVED: To switch a protocol conversion unit without disconnecting a call while securing data exchange during protocol conversion with respect to an error retransmission protocol converter which has a plurality of lines. SOLUTION: When a call relay command to a protocol conversion unit 15 as the maintenance object is inputted in the middle of establishment of a path of a port 131, a protocol conversion unit 15 and a port 141, an acknowledgment number is not updated with respect to data received by the port 131, and data already received by the protocol conversion unit 15 is subjected to conversion processing, and the transmission sequence numbers and acknowledgment numbers corresponding to protocols of networks A2 and B3 respectively are reported to a protocol conversion unit 16 as the call relay destination after completion of the conversion processing, and the path is switched to a path of the port 131, the protocol conversion unit 16 and the port 141 to continue communication.
