PROBLEM TO BE SOLVED: To provide a system and an operating method therefor, with which a participant can take part in a conference efficiently for the participant while managing the schedules of the conference participant and a site. SOLUTION: The conference participation time zone of each of conference participants 11 is divided to time of staying in a designated area and time of staying out of the designated area and within the time of staying out of the designated area, the conference participant 11 takes part in a conference site 1 through the two-way communication of terminals 9 and 10 outside the relevant designated area and a terminal 7 inside the relevant designated area. Otherwise, the situation of the prescribed conference is received by broadcasting while utilizing the designated terminals 9 and 10 equipped with both functions of broadcasting receiving and two-way communication and when the participant is to take part in the prescribed conference, the functions of the relevant designated terminals 9 and 10 are switched so that two-way communication with the designated terminals 9 and 10 is performed directly or indirectly with the terminal 7 installed on the relevant conference site 1. |
