PROBLEM TO BE SOLVED: To provide a vehicle managing device for properly managing the lending of a vehicle while securing convenience for a user in a vehicle common usage system. SOLUTION: The vehicle managing device is arranged in the control room 1 of the vehicle common usage system which collates a user ID held by a user with a user ID registered in an ID terminal carried by the user at the side of the vehicle and controls at least the propriety of entering the vehicle. The vehicle managing device is provided with a lending history master 16 for storing lending history information of the user, an unreturned vehicle confirming means 101 for retrieving the master 16 by the user ID of the user which is transmitted from a common vehicle 2 and confirming the existence of the unreturned vehicle from the user and a vehicle lending control means 102 for transmitting a message for urging the user to return the unreturned vehicle to the common vehicle 2 when the existence of the unreturned vehicle from the user is confirmed as a result of confirmation by the confirming means 101 and also indicating a lending permission to the common vehicle 2 unless the existence of the unreturned vehicle is confirmed.
