<p>PROBLEM TO BE SOLVED: To provide an image encoding device which can transmit in detail images in which blocks are not conspicuous, and which are easy to see without being affected by a surrounding stationary region even in a moving region of a complicated shape. SOLUTION: When differential information stored in a differential memory 5 exceeds a threshold value, a control unit 6 determines that a macro-block thereof is a moving region, and when not exceeding it, determined as a stationary region. The control unit 6 acquires a region of a fixed shape where the number of moving regions included internally is maximized, based on information of the moving region/stationary region acquired in each micro-block. When this region is plural, ones closest to the region of the fixed shape at a previous time are selected. A switch 7 switches a selector 6 so as to transmit to a discrete cosine transformation part 9 a differential value between an image signal of a frame memory 2 and the image signal of a frame memory 17 acquired by a subtractor 3 if within the acquired region of the fixed shape, and a differential value '0' if not.</p> |
