PROBLEM TO BE SOLVED: To provide a communication service transaction method and communication system, with which an existing network owned by a communication trader can be effectively utilized by quickly corresponding to various kinds of communication services requested by users. SOLUTION: A server 30 collects the line state information of each of a plurality of communication networks 11-18. When the transmitting/receiving request of information through communication equipment 10 is received from any one of a plurality of terminals 1-5, a connectable communication network and the line state thereof are retrieved from the request and a plurality of line state information and reported to the request source terminal. When it is reported from the request source terminal that the use of the reported communication network is determined, network control information for controlling the connection of the communication equipment and the communication network is generated on the determined conditions and transmitted to the communication equipment 10.
