PROBLEM TO BE SOLVED: To provide the technology for changing a compression rate by a zooming operation with focus information taken into consideration. SOLUTION: In a telephoto end, a recording bit rate used for fixed bit rate encoding is set as a standard recording bit rate. When the location of a zoom is moved from the telephoto end to a wide angle end, a target bit rate is set higher than the standard recording bit rate. At that time, by checking focusing conditions obtained from the focus information, whether an image being photographed now is such one wherein focusing can be done easily or not is judged. When it is determined that focusing is easily done, the target recording bit rate is changed.
