PROBLEM TO BE SOLVED: To provide a mobile equipment charging system with which available connection frequencies can be set and managed totally to a plurality of mobile equipment. SOLUTION: A mobile equipment charging system 10 is provided with: a prepaid information storage part 101g for correspondently storing connection frequencies communicable for a portable telephone set belonging to a group and the telephone number of the portable telephone set belonging to the group while determining these frequencies and telephone number on the basis of a preset upper limit rate for each group to which a plurality of portable telephone sets belong; a receiving part 101a for receiving the telephone number of a portable telephone set 40 which is to originate a call; and a determining part 101b for determining whether the portable telephone set 40 to originate the call may originate the call on the basis of the telephone number received with the receiving part 101a and the telephone number and connection frequency stored in the prepaid rate information storage part 101g.
