PROBLEM TO BE SOLVED: To immediately cope with an abnormal state of a user by detecting the abnormal state over a wide area. SOLUTION: A portable terminal is provided with a GPS receiver, an accelerometer and a voice recognizing device with a volume meter. In the case of detecting an abnormal state of the user by using the accelerometer and the voice recognizing device with the volume meter, the GPS receiver acquires the location information of the user's portable terminal, and the portable terminal notifies a support center of the occurrence of the abnormal state of the user and the location information of the user by e-mail.
