PROBLEM TO BE SOLVED: To expand a selection margin by averaging selection discharges in a panel where the selection discharge across a row electrode pair and a column electrode is generated easier in the upper end part and the lower end part than in the central part in the display area. SOLUTION: In the upper side display area 9a to which one group of divided column electrodes belongs, address scanning is sequentially performed from the display line adjacent to the divided border toward the display lines of the upper end part, and on the other hand, in the lower side display area 9b to which the other divided column electrodes belong, address scanning is sequentially performed from a display line adjacent to the divided border toward the display lines in the lower end part.
