PROBLEM TO BE SOLVED: To provide a hydraulic continuously variable transmission that can widen a range where output rotation is neutral, that is, output rotating speed becomes zero. SOLUTION: This hydraulic continuously variable transmission 20 is provided with a first hydraulic device 100 and a second hydraulic device 200. A yoke 23 is provided and rotated either relatively to or synchronously with input rotation by the projection and retreat of a plunger 58 of the second hydraulic device 200. A cylinder block 42 for enclosing both plungers 43, 58 of the first hydraulic device 100 and second hydraulic device 200 is shared between both hydraulic devices, and the cylinder block 42 is synchronously rotated with the input rotation. The stroke volume VP of the first hydraulic device 100 has a range exceeding the stroke volume VM of the second hydraulic device 200. An oil extraction part 110 is provided at a second oil chamber 62 which is on the low pressure oil passage side when the yoke 23 is normally rotated with the input rotation, out of an oil passage for communicating the first hydraulic device 100 and the second hydraulic device 200.
