PROBLEM TO BE SOLVED: To maintain a throttle lever to an arbitrary regulating position and to drop engine speed to an idling state by instantaneously returning the throttle lever to an idle position in an emergency. SOLUTION: A first gear 15 is mounted on a rotary shaft of the throttle lever 4 to be rotatable and to be frictionally engaged between the first gear 15 and the throttle lever 4. A ratchet wheel 21 integrally formed with a second gear 20 of a small diameter which is engaged with the first gear 15 to be rotated in an increased speed and is rotatably arranged. A ratchet claw 22 for allowing rotation of one direction of the ratchet wheel 21 and preventing rotation of the other direction by being elastically engaged to the ratchet wheel 21 is provided adjacently to an outer peripheral surface of the ratchet wheel 21. A stop lever 5 capable of being operated to elastically engage the ratchet claw 22 to the ratchet wheel 21 is provided.
