PROBLEM TO BE SOLVED: To provide a complex hardened body capable of preventing strength loss due to an increase in moisture content. SOLUTION: An inorganic amorphous body 2 is produced by adding an organic fibrous material 2 to a paper sludge, that is, in inorganic amorphous body, and hardening the mixture, and the inorganic amorphous body 2 is impregnated with a thermoplastic resin (phenol or phenol urethane). This makes the inorganic amorphous body 2 less prone to absorb water, and the water content of the inorganic amorphous body 2 does not rapidly increase.
