PROBLEM TO BE SOLVED: To ensure proper electromotive force of a thermoelectric device in an adjusting range of the total amount of gas from a large capacity to a small capacity, and rapidly and greatly change the electromotive force upon insufficient oxygen. SOLUTION: A flame hole plate 3 has a raised central portion thereof and a longitudinal step portion 16, not only an upper surface 16a of which step portion 16 but also in a side surface 16b of which step portion a primary flame hole 7 is opened. By such openings gas is injected substantially horizontally from an outside end portion 7a of the slit-shaped primary flame hole 7. For this, the flame is spread laterally where an outer flame and an inner flame both at high temperature located on an outside surface of a flame core at low flame temperature are widened. A thermocouple 14 is mounted at a position where it is heated with the side of the flame having a widened high temperature portion.
