PROBLEM TO BE SOLVED: To provide an electromagnetic driving device in which looseness due to thrust is suppressed and which stably drives opening and closing operation of blades. SOLUTION: In the electromagnetic driving device, magnetic yokes 4, 5 arranged to face a permanent magnet 1 are mounted at the position offset from the center of the permanent magnet in the direction of thickness. Thus, magnetic attractive force (detent force) acts on the permanent magnet 1, so that the permanent magnet 1 is always energized in the direction of the magnetic yokes 4, 5 and also in the direction of the shaft 2a of a driving lever 2 (direction of thrust).
